WHY do cyclists use pedestrian areas such as pavements rather than roads or cycle lanes? In my experience this is because they are totally ignorant of the rules of the road, as we see when those who do use the road ride through red lights and the wrong way in one-way streets.
The answer is rider examination, and licensing, plus insurance and road fund tax – as with a car – and therefore the use of pedestrian facilities would be properly prosecuted as being against the law.
Thereafter cycle lanes would be a part of the road layout and licensed and insured cyclists would be compelled to use them at all times.
