The Tennessee Conservative [By Olivia Lupia] –
Representative Gino Bulso’s (R-Brentwood-District 61) House Joint Resolution aimed at amending the Tennessee constitution to offer more protection for the unborn has been placed on the Civil Justice Subcommittee for Wednesday, 2/19.
HRJ 0007 aims to take the rights of children in the womb to a deeper level by proposing a constitutional amendment enshrining their protections, thereby making it more difficult to reverse or overturn than a regular piece of legislation.
The resolution affirms, “That a person shall not be deprived of life, liberty, or property, without due process of law; nor shall a person be denied equal protection of the laws. As used in this section, ‘person’ includes every human being from fertilization to natural death.”
Bulso has also filed the Unborn Child Protection Act of 2025 (HB0026) as a companion to the resolution, which mirrors much of the language in HJR 0007 and reiterates, “Human life begins at fertilization,” and that, “An unborn child is entitled to the full and equal protection of the laws that prohibit violence against any other person.”
HB0026 has been placed on the Population Health Subcommittee calendar for Tuesday, 2/18 and has been referred to the Senate Judiciary Committee after passing the Senate upon Second Consideration.
As HJR0007 proposes a constitutional amendment, it must follow a specific procedure. It must first be passed through two consecutive legislative sessions, first with a simple majority then a 2/3 majority the following year. Then it can be referred to the ballot, but only during a gubernatorial election year.
