Tennessee Illegal Aliens Arrested For Vehicular Homicide, Domestic Assault, DUI & More…

A number of illegal aliens were taken off of the streets of Davidson and Knox Counties, including one charged with two counts of vehicular homicide.

Davidson County police arrested the following individuals:

29-year-old Osvaldo N. Garcia – arrested December 9

  • Garcia was charged with domestic assault with bodily injury in relation to an incident that occurred in April 2023. He was also charged with driving under the influence and reckless driving. Those charges stem from an incident that occurred in July 2024. He was booked on a $7500 total bond. Garcia also has previous charges of unlawful use of drug paraphernalia in 2014, three times in 2015, and 2016; possession or casual exchange in 2014, twice in 2015, 2016, 2017, and 2019; contributing to the delinquency of a minor twice in 2015; criminal impersonation in 2016; and theft of $1000 or less and evading arrest in 2020.

30-year-old Beiker D. Ortiz Sanchez – arrested December 10

38-year-old Oliverio Gumercindo Mez – arrested December 10

  • Mez was charged with driving under the influence and driver’s license required. He was booked on a $3500 bond. Mez was previously charged with no driver’s license in 2023.

In Knox County, the following individuals were arrested:

47-year-old Juan Mata Manuel – arrested December 8

  • Manuel was charged with DUI (first offense). He was booked on a $4500 bond.

39-year-old Jose Roberto Rivera Recarte – arrested December 9

  • Recarte was booked on a number of charges:
    • Multiple counts of vehicular homicide driver intoxication
    • Evading arrest risk of death or injury – vehicle involved
    • Attempted reckless aggravated assault
    • Driving on roadways laned for traffic
    • Financial responsibility law
    • Reckless endangerment – vehicle involved
    • Implied consent – enhancement only
    • Driving without a license
    • Drivers to exercise due care
    • Seat belt – 18 or older

Recarte was involved in a wreck that left two people dead on Thursday, December 4, in Halls Crossroads.

Police records state that Union County police received a call about a man who seemed to be impaired as he was leaving a bar. The caller stated that he offered Recarte a ride but he refused.

He then got into his vehicle and headed down Maynardville Highway towards Knox County.

He stopped in Halls at one point but then fled from police, crossing a median and hitting two vehicles near the intersection of Maynardville Highway and Norris Freeway.

While he had no driver’s license, Recarte showed police a Honduran passport. Police state that he showed signs of impairment, which was confirmed by a Horizontal Gaze Nystagmus Test.

A married couple, Lathen and Donna Blair, were killed in the accident. 

He was arrested and booked on a $420,000 bond.

Inmate records show that these individuals all have immigrant detainers.

They will remain in custody until they are released to U.S. Immigration and Customs Enforcement.

An ICE hold most likely means they are in this country illegally.
