The Tennessee Conservative [By Paula Gomes] –
A bill that seeks to protect state sovereignty continues to progress in the House, passing in the House State and Local Government Committee on Wednesday in a vote mostly along party lines.


The bill passed in a 16 to 2 vote with 2 abstaining, including Representative Dave Wright (R-Corryton-District 19) which sends it onto the House Calendar and Rules Committee.


Sponsored by Representative Bud Hulsey (R-Kingsport-District 2), House Bill 2610 (HB2610), enacts the “Restoring State Sovereignty Through Nullification Act,” which establishes processes by which the Tennessee General Assembly may nullify an unconstitutional federal statute, regulation, agency order, or executive order.
Recognizing that the United States Congress is denied certain lawmaking powers by the First Amendment and that the U.S. Constitution also denies the federal government powers “not delegated to it,” conservative legislators have attempted to get the legislation passed for years.
The Senate bill, sponsored by Senator Janice Bowling (R-Tullahoma-District 16), has been placed on the Senate State and Local Government Committee calendar for Tuesday, March 24th, 2026.
