Dear Editor
CLARK Cross rightly condemns our method for reducing prison overcrowding, which is basically that of simply letting prisoners out.
So why not introduce a strong disincentive for going to prison in the first place. That could be to operate prisons on a one-in one-out basis, so that anyone admitted to prison is simply in a queue for release with an indeterminate time to serve.
This would surely discourage even those used to doing a fixed time, because a release date would be unknown and could be far away.
Once prison overcrowding was eliminated, the normal process of serving a sentence could be reintroduced.
