Tennessee Republicans Survive Midterm Elections, But Democrat Gains Raise Concerns For 2027

(generated & edited from video transcript)

Tennessee Republicans maintained control of state government following the 2026 midterm elections, but significant Democrat gains, unexpectedly close races, and growing dissatisfaction among conservative voters could signal trouble for the GOP heading into the 2027 legislative session.

In a special election edition of The Tennessee Conservative’s weekly update, reporter Olivia Lupia examined the election results, surprising Republican losses, changes coming to the Tennessee General Assembly, and the political challenges facing conservatives in the Volunteer State.

While Tennessee largely avoided the sweeping Democrat victories seen elsewhere in the country, Lupia warned that the results should serve as a wake-up call for Republican leadership.

Democrats Make Significant Gains In Tennessee House

One of the biggest developments of election night was the loss of six Republican-held seats in the Tennessee House of Representatives.

According to Lupia’s election recap, Democrats flipped the following districts:

  • District 13: Democrat Brent Windrow defeated Republican incumbent Robert Stevens.
  • District 18: Democrat Bryan Goldberg defeated Republican incumbent Elaine Davis.
  • District 33: Democrat Owen Farnsworth defeated Republican incumbent Tim Rudd.
  • District 49: Democrat Connie Casha defeated Republican incumbent Mike Sparks.
  • District 75: Democrat Allie Phillips defeated Republican Michael Lankford.
  • District 97: Democrat Jesse Huseth defeated Republican incumbent John Gillespie.

Lupia highlighted the defeat of Rep. Elaine Davis in Knox County as particularly disappointing for conservatives, noting Davis’s record of advocating for conservative legislation.

The victory of Allie Phillips in District 75 also drew attention, as Phillips won a previously Republican-held seat by approximately nine percentage points.

Perhaps most concerning, Lupia observed, was that several Democrat victories came against established Republican incumbents rather than candidates competing for open seats.

Although Republicans retained substantial control of the legislature, the losses suggest that traditionally Republican districts may no longer be as secure as party leadership previously believed.

Republicans Lose Congressional Seat Despite Redistricting Efforts

Another major election-night surprise came in Tennessee’s 4th Congressional District, where Democrat Victoria Broderick defeated incumbent Republican Scott DesJarlais by a narrow margin.

The defeat was particularly significant given the extensive redistricting efforts intended to strengthen Republican representation in Tennessee’s congressional delegation.

Republicans successfully elected Brent Taylor in the newly configured 9th Congressional District, defeating Democrat Justin Pearson. Charlie Hatcher also won in District 5, while Johnny Garrett secured victory in District 6.

However, the loss of District 4 effectively canceled out the Republican gain in District 9, leaving Tennessee’s congressional delegation with eight Republicans and one Democrat.

Lupia questioned whether Republican leadership had become overly focused on redrawing districts in Memphis and Middle Tennessee while taking traditionally Republican congressional seats for granted.

The results, she argued, demonstrate that no congressional district should automatically be considered safe.

Blackburn Wins Governor’s Race, But Results Reveal Republican Frustration

Marsha Blackburn won Tennessee’s gubernatorial election, but Lupia pointed to the narrower-than-expected results as evidence of possible dissatisfaction among Republican voters.

She noted that some voters supported Republican candidates in state legislative races while voting differently in federal or statewide contests.

Lupia suggested that increased Democrat enthusiasm, combined with frustration over Republican leadership and unfulfilled campaign promises, contributed to the results.

Blackburn now faces the task of establishing her administration and selecting a replacement to serve the remainder of her U.S. Senate term.

Among the names discussed as possible appointees were Congressman Tim Burchett, Senate Majority Leader Jack Johnson, and House Speaker Cameron Sexton.

Should Blackburn select a sitting member of Congress, the resulting vacancy would create another election contest and potentially alter Tennessee’s political landscape.

New Faces Headed To Tennessee’s Legislature

Despite Republican losses, several new Republican lawmakers will join the Tennessee General Assembly.

Newly elected Republican House members discussed in the report include Jordan Henderson in District 8, Kenny Cody in District 11, Andy Swafford in District 31, Jack Stockton in District 32, Brian Stewart in District 45, and Perry Keenan in District 78.

Republican Jimmy Matlock also won the open Senate District 5 seat.

Lupia said the arrival of new lawmakers will make the upcoming legislative session particularly important as voters learn whether their representatives will follow through on conservative campaign promises or align themselves with established Republican leadership.

Issues expected to receive attention include grocery taxes, property taxes, the cost of living, and other economic concerns affecting Tennessee families.

Tennessee Voters Approve All Three Constitutional Amendments

While legislative races produced mixed results for Republicans, Tennessee voters overwhelmingly approved all three proposed constitutional amendments.

According to the election recap:

  • Amendment 1: Expanding the offenses for which judges may deny bail passed with more than 67% support.
  • Amendment 2: Prohibiting a statewide property tax passed with 66.74% support.
  • Amendment 3: Expanding crime victims’ rights through Marsy’s Law received more than 76% support.

The results demonstrated strong voter support for the proposed constitutional changes despite political divisions elsewhere on the ballot.

Senate Leadership Battle Raises Questions About Republican Unity

Another major development involves the upcoming selection of Tennessee’s next Senate Speaker and Lieutenant Governor following Randy McNally’s retirement.

Senate Majority Leader Jack Johnson and Senator Paul Bailey are competing for the leadership position, with the Republican caucus scheduled to vote November 10.

Lupia highlighted controversy surrounding the possibility of allowing Senator Brent Taylor to cast a proxy vote because of a scheduling conflict involving congressional business in Washington.

Taylor, who won election to Congress, remains a state senator until his transition to federal office.

Questions have also emerged about the potential removal of conservative Senator Janice Bowling from the Republican caucus following her endorsement of independent gubernatorial candidate David Hatley over Blackburn.

Lupia criticized the possibility of disciplinary action against Bowling, pointing to her longstanding conservative voting record and questioning whether Republican leadership applies its standards consistently.

The leadership contest and related controversies could have significant implications for the direction of the Senate during the next legislative session.

Immigration, Voter Engagement And Republican Accountability

Looking beyond election night, Lupia identified immigration policy, changing voter demographics, and declining conservative voter participation as issues deserving attention.

She questioned how the incoming Blackburn administration will approach immigration enforcement and whether Tennessee Republicans will continue prioritizing measures intended to address illegal immigration.

Lupia also expressed concern about what she described as declining participation among evangelical Christian voters.

Citing figures discussed during the program, she said evangelical voter participation fell from 24% in the 2022 midterms to 17% in 2026.

She argued that conservative voters frustrated with Republican leadership should remain politically engaged rather than withdrawing from the electoral process.

The broader concern, Lupia suggested, is that Republicans cannot assume Tennessee will remain a conservative stronghold indefinitely.

What The Election Results Mean For Tennessee In 2027

Although Republicans maintained control of Tennessee’s state government, the 2026 midterms revealed vulnerabilities that could have lasting consequences.

Democrat victories against Republican incumbents, a congressional seat lost despite redistricting efforts, and close contests in traditionally conservative areas all point to a changing political environment.

The upcoming legislative session will also bring new lawmakers, a new governor, and potentially significant changes in Senate leadership.

For conservatives, Lupia emphasized that the election results should not be viewed simply as a victory or defeat, but as an opportunity to reassess priorities and demand greater accountability from elected officials.

The Tennessee Conservative plans to closely monitor the 2027 legislative session, providing coverage of proposed legislation, voting records, leadership decisions, and opportunities for citizens to engage with their representatives.

The central message from the election recap was clear: Tennessee Republicans may have survived the 2026 midterms, but maintaining conservative control in the years ahead is far from guaranteed.
