A Roane County teacher and baseball coach has been found to have violated the Teacher Code of Ethics.

Jacob Witter was a teacher at Rockwood High School and a baseball coach at Roane County High School.

Several students accused Witter of making sexual jokes and comments, body shaming teachers and students, and pulling a female student’s ponytail.

In the investigation report, one female student told investigators that Witter told her “After she turned 18 that she needs to be aware that some male teachers may want to have sex with her.”

The student stated that Witter then winked at her before walking away.

While no students accused him of sexual touching or propositions, several students said that he made them feel uncomfortable in his class, including a student who received a paper from Witter that had inappropriate sexual language on it, and another student who Witter accused of being pregnant on several occasions.

Roane County School District placed Witter on a three-day administrative leave without pay in November 2023.

Investigators determined that, while he violated the Teacher Code of Ethics, Witter was not guilty of any crime. He was removed from his baseball coaching position and his teaching position has since been reassigned to Midtown Education Center.
